Currently there is no option for a contributor to assign a issue to himself/herself from the github and at least there should be a option to self assign the issue for one who creates the issue if they already know the fix.
This would avoid multiple people working on the same issue and wasting their effort and time

Example Issue : https://github.com/eclipse-platform/eclipse.platform/pull/314

I'm not sure this can be changed. Only members of the organization can assign issues. But you can certainly comment on any issue suggesting that you want to work on it and to be assigned it while you work on it.
