First set up, two machines...
mach 1:
runs Mosquitto(windows 10 pro machine), no problem having a stable connection with the client(MQTTX). Tried both localhost and 192.168.1.162
and both work fine.(no disconnects and reconnects)

mach 2:
Tries to connect to Mosquitto with MQTTX. Disconnects and reconnects
all the time. Sits on wifi and connects to 192.168.1.162. I have successfully
gotten ONE message from the broker, but just one. So there is a full connection but very very short.

Both computers have set keep alive to 60s

I have tried the following:
Turn off both firewalls of computers - doesn't help
Reboot computers - doesn't help

mosquitto have set following in conf.
listener 1883
allow_anonymous true
