There are plenty of possibilities to positively influence the release date.
You can actively contribute to the Virgo project: You can start submitting patches, and the Virgo project is always happy to onboard new committers. Another possibility to support the Virgo project is via sponsored development.

The main goals for 3.7.x are those you already mentioned:
- Java 8
- Blueprint 2.0
- Spring 4.x
- Tooling improvments
- Gradle build system
- as well as pick up the latest 3rd party libraries.
